the main netplay client/server app added to emulation is kaillera. however, the client only sends joystick requests as if the game is running on a single system. the gba link cable sends info while the game(s) are running on multiple systems. for this reason other ideas have come up but with the problem of lag. there is a large amount of data that can be transmitted and it has not been a practical project.
the only app to gain any wide spread use is vbalink. a fork of the visualboy emulator that contains wireless linking for up to 4 virtual gameboy advances. i have not played with it myself, i'm not sure it requires being hosted on a fast server or if wireless lan is the only way to use it. but i'm sure now that i have mentioned it you can do your own research.
